Modernizing North Dakota’s Transportation System: Progress and Challenges in Providing Safe, Efficient and Well-Maintained Roads, Highways and Bridges

This report investigates the use, condition, and safety of the bridges, highways and roads of North Dakota. It examines congestion, traffic safety, and transportation funding. Data in this report includes transportation projects that will be underway or completed by 2021 and transportation projects that lack funding to proceed. Revenue from energy extraction has significantly boosted transportation funding in North Dakota. From 2012-2018 $3 billion in energy-related revenue was used for transportation projects. With reduced energy prices resulting in a decrease in energy-related revenues, a $2.5 billion shortfall from 2018 to 2023 in transportation funding is projected. The report suggests that North Dakota will need to increase its investment in the transportation system in order to maintain economic growth and quality of life.
