ROAD CONDITION RATING SYSTEM USER MANUAL PRELIMINARY RESULTS

This manual describes a method of subjectively rating the conditions of the pavement structure and the surfacing for roads constructed with a bituminous surface (sprayed seal or bituminous concrete). The method is used in the Australian capital territory. The system is designed to predict the number of years until a section of a road requires large scale rehabilitative maintenance to rectify extensive deterioration of the surfacing or of the pavement structure. It does not attempt to identify individual failures requiring isolated repairs. In accordance with local practice, rehabilitative maintenance consists of resurfacing the entire section of road in the case of surface deterioration, or overlaying with a structural layer of bituminous concrete (or gravel re-sheeting and sprayed seal) in the case of pavement inadequacies. The system sets out, by way of photographs and descriptions, the appearance of a road ready for this rehabilitative maintenance, plus similar descriptions of a new road, and intermediate stages of deterioration (bench marks) . During a field inspection the road condition is judged by comparison with these defined bench marks. The corresponding age is then derived from assumed deterioration curves. The difference between this age and the known average life span gives the expected number of years until treatment. (TRRL)
