IOWA: ONE STATE'S STRUGGLE TO PRESERVE GOOD RAIL SERVICE
Preservation and improvement of essential rail services is the goal of the Iowa Department of Transportation. As railroads in the state are restructured or abandoned, DOT seeks to maintain effective railroad competition. Instead of service subsidies, Iowa assists rehabilitation of those routes which will be retained in the private sector and fosters abandonment of redundant lines. Track rehabilitation funds come from the state, shippers and railroads with repayment based on carloads handled. Data from shippers and their railroads are used to determine potential economic viability of lines. As part of its track rehabilitation policy, DOT operates its own Track Evaluation Vehicle.
