A year hence two major urban developments built on reclaimed land will be linked to the nearest commuter railhead by elevated guideways along which trains of up to six rubber tired cars carrying 450 passengers will operate at 2.5 min headways. Central government has provided most of the funding in an effort to develop a medium-capacity metro that is relatively cheap to build and operate. The two lines are to a common specification but differ in a number of details. Initially, trains will be manned, but the intention is to remove staff when the reliability of the fully automated equipment is proved.
