THE FINANCING OF MOTORWAYS, EXPERIMENTS, PRESENT, MEDIUM-TERM AND LONG-TERM PROBLEMS

LA FINANCIACION DE LAS AUTOPISTAS, EXPERIENCIAS, PROBLEMATICA ACTUAL, SU FUTURO A MEDIO Y CORTO PLAZO

Quantitative data are presented on motorway investments in Spain, and mention is made of the government's impossibility of financing them. This explains why a toll system was adopted in Spain. This toll system is being analyzed from the point of view of tariffs and economic costs. However the toll system can become inapplicable because of high inflation and internal and international monetary market conditions. Inflation affects construction costs and tariffs. The evolution of the external public debt in Spain as well as other extra-economic considerations led to a hardening of the credit market. The author proposed that a joint society of grouping motorway concessionary firms should ask for outside credit and distribute the money among the concessionary firms. (TRRL)
