SHIPPER-CARRIER COOPERATION TURNS A BIG PROBLEM INTO A LITTLE PROBLEM
The steps taken by Washington-Oregon Shippers Cooperative Association and Railroads which handle its transcontinental traffic have resulted in significant decreases in claims. Losses resulting from break-in of cars moving WOSCA traffic have been countered with high-security sealing devices and upper door-rail locks. Railroad security forces, primarily Union Pacific and Conrail, have worked with this shipper and WOSCA has conducted extensive educational programs with its consolidators and its own forces to monitor all phases of loading and transport.
