A FRAMEWORK FOR THE ECONOMIC ANALYSIS OF THE PROBLEM OF OVERLOADED AXLES IN LESS DEVELOPED COUNTRIES

The purpose of this thesis is to explore the economic aspects of controlling axle loads. To do so, a detailed framework of economic analysis based on actual conditions of the less developing countries is established along with an exploratory application. The major task of this framework is to measure and evaluate the axle load distributions in the current situation and what can be expected under a new set of axle load regulations and enforcement systems. The economic analysis followed in this thesis is oriented toward the economics of pavements protection only. Bridge safety considerations are postponed till the last chapter. (TRRL)
