Over the last 12 years, the deficit of the DB and the compensatory payments from the federal government have increased fourfold. The reasons are explained by means of a COBB-DOUGLAS production function, evaluated by regressive analysis. The results show the difficulties the DB is having in increasing its profitability are due to the payment for the work productivity factor exceeding effective productivity, combined with the absence of investment for rationalization and development. Political considerations are also involved.
