Singapore's Cycling Plan

In 2010, a National Cycling Plan has been drawn out with a vision of developing a cyclist-friendly, well-connected network, providing safe and healthy cycling for all. The National Cycling Plan is intended to guide infrastructure developments where a comprehensive island wide cycling path network reaching well over 700km in length will be built to connect residential areas, key amenities, major employment centres and transport nodes. The Land Transport Authority (LTA) of Singapore is the lead agency in the implementation of a safe and comprehensive cycling network in Singapore. LTA works closely with Singapore’s land agencies such as the Urban Redevelopment Authority (URA), Housing & Development Board (HDB) and the National Parks Board (NParks) on the allocation of limited land space for the cycling network within HDB towns. The cycling network enhances connectivity between residential areas and major transport nodes, key amenities and major employment centres. On the ground, this is being realised by planning and building of cycling infrastructure such as off-road cycling paths, road markings, information signs as well as bicycle crossings, ramps and parking facilities. To date about 240km of off road cycling path networks at Tampines, Sembawang and Pasir Ris cycling towns and park connectors have been completed. It is expected that an overall off road cycling path network (inclusive of park connectors) of 700km island-wide would be completed by 2030. Besides cycling infrastructure, a National Cyclist Education Programme is being developed in tandem to inculcate the following amongst cyclists from various walks of life: safe cycling practices, positive code of conduct when interacting with other group of road users, and knowledge and understanding of cycling-related infrastructures, equipment and legislation. This paper documents the key approaches adopted by the LTA to fulfill the National Cycling Plan as well as the challenges and learning points experienced along the way. Examples based on the experiences of completed and ongoing cycling network at selected satellite towns shall be used to illustrate the approaches and strategies adopted by LTA that helped to improve safety.
