An analysis of driving licence refusals on the grounds of spastic paralysis and functional disabilities, or grant of a licence for a limited period on the grounds of the risk of progressive deterioration, such as in rheumatic disease, haemophilia or diabetes, shows that medical assessment of the ability to drive varies from doctor to doctor. Efforts must be made to ensure that assessment of the effect of functional disability on driving ability is made more uniform. (TRRL)
