ICAO’s global reporting format: coupling ground assessments of runways surface condition and on-board assessments of braking action

Information-sharing about runways surface conditions is essential to avoid accidents related to slipperiness (e.g. runway excursions), especially when braking performances can be affected by contaminants such as water, ice or snow. Information sent to pilots must therefore be reliable and unique, regardless of the country. In order to harmonize the information all over the world, the International Civil Aviation Organization’s Council adopted in 2016, a new assessment method and an associated reporting concept for runway surface conditions . This so-called “Global Reporting Format” (GRF) must be enforced by every Member States by 2020. When a runway surface is contaminated due to weather conditions, runway inspectors need to determine, for each third of the runway, the type depth and surface area of these contaminants. These data are to be sent to pilots. After landing, the pilots need to report to Air Traffic Control their perception of slipperiness and the actual aircraft braking action applied. It is then possible to check the consistency between these reports and the runway surface characteristics assessed by the airport operators. If necessary, new runway inspections can be performed to update the runway condition code. An experimentation was conducted by the French Civil Aviation Technical Center (STAC) in order to evaluate/study the implementation conditions of this new method. Twelve French metropolitan and overseas airports were involved in the survey, during three winters from 2014 to 2017. This paper presents first the results of this experimentations. Three ways of improvement are then discussed: cover ground assessment of runway contamination, on-board assessment of aircraft braking action, and information dissemination. All of them should contribute to an efficient rollout of the GRF as an “open system”, designed for information-sharing about runway surface conditions.
