Development of new techniques for the network level assessment of road markings
Road markings assist drivers to identify lane delineation and junctions at night, and give advance warning of potential hazards. They therefore make an important contribution to safety on the network. Timely maintenance of markings requires up to date information on their condition. The night-time visibility can be assessed using traffic speed surveys of their retroreflectivity. Highways England investigated the potential to incorporate the measurement of road marking condition on the English Strategic Road Network into their network level TRACS (TRAffic-speed Condition Survey) of pavement condition. Surveys were undertaken to measure road marking retroreflectivity using the same vehicle used to measure pavement condition (rutting, cracking, roughness etc.). The survey experienced a number of problems. Difficulties were experienced collecting high quality pavement condition and road marking condition data due to the restrictions on the driving line, which had to be maintained close to the road marking. The road marking measurements were also adversely affected by ambient light (the surveys must be carried out in daylight as they also collect right of way images), changes in system calibration, detritus and moisture present on the road surface. The survey was also only able to measure lane edge markings. Research was therefore undertaken to improve the ability to measure road marking condition in routine network surveys. This research has developed a new approach, based on a modified survey geometry, to overcome the limitations experienced in previous surveys, whilst allowing the combined collection of pavement condition and road marking condition information over the full lane width, in a survey that is unaffected by driving line. This method is to be implemented in network level annual surveys of all lanes on the English Strategic Road Network from 2018. The development and delivery of this new approach will be described in this paper.
