Maximum moisture contents of clayey soils used in highway embankment construction have always been of concern to highway engineers in England. A method of obtaining a workable upper limit moisture content for earthwork construction appears necessary. This paper illustrates one possible solution to the problem, using the wetness index concept which relates the natural moisture content of a soil to the range of moisture contents between the liquid limit of the soil and the optimum moisture content of the soil when the soil is compacted at one energy level.
