REGULATION OF HIGH ARCTIC DEVELOPMENT
This paper examines the High Arctic frontier of federal government regulation. The gaps and uncertainties are identified and analyzed. Tentative general conclusions are drawn and an outline for regulation of High Arctic development proposals is suggested. Part II reviews the requirements imposed by statutes and regulations that make up the framework for regulation. In Part III responsibility for the various elements of project assessment is examined, using the example of High Arctic oil and gas marine mode proposals. In Part IV major regulatory deficiencies are identified and discussed. (Author)
