IMPROVING PARKING EFFICIENCY THROUGH TSM
The hypothesis is present that certain transportation systems management techniques that rely on human behavior might be more effective if developed in a "marketing" approach using the concept of market research, product development, and promotion and advertising. The concept was illustrated through the development of a parking plan for a major destination ski area of the western United States. Market surveys consisting of an origin-destination survey, bus surveys, parking patron surveys, and "ski lift" surveys provided the market data for the program development. TSM techniques that were integrated into the program include transit service improvement, congestion pricing, preferential parking treatment to high occupancy vehicles, and promotion and advertising. A number of the strategies are currently being implemented. Analysis of the results await complete implementation, two to three years in the future.
