FHWA MOVES TO STRENGTHEN THE DIVISION SPE FUNCTION

The Federal Highway Department is now in the process of more clearly defining and strengthening the Safety Program Engineer (SPE) function. A study report covering an 18-month management review of field practice with respect to the function has been completed. On the basis of its findings and conclusions, the study group makes five recommendations: that FHWA formally document the division safety program engineer function; that Washington headquarters establish a policy of periodic program management reviews of the safety function for effectiveness and conformance to the formal job definition; that the regional and division offices use the prescribed staff-hour data for planning and assigning resources for the division safety function; that each division office operate with a single focal point for highway safety and the engineer's responsibilities; that each division office evaluate the safety function as it is currently being accomplished in light of the activities and tasks delineated in the report and the potential additional involvement outlined.
