This Circular addresses the need - identified by a survey of Highway Capacity Manual users - for a compilation of current procedures to supplement the manual. The content of the Circular is varied and comes from a number of sources. The first section, "Development of an Improved Highway Capacity Manual," discusses critical movement analysis, unsignalized inter-sections, transit, and pedestrians. The second section discusses weaving analysis, particularly the background of two/interim prodedures. The third section, "Freeway Capacity Procedures" covers basic freeway segments - their capacity, computational procedures, and problems; ramps and ramp junctions; and the freeway as a total facility. The fourth section presents a new technique for design and analysis of weaving sections on freeways. User evaluation forms are also provided.
