PLANNING: SECRET TO WINTER SUCCESS
Montreal, a city of 1,200,000, makes preparations from the last snowfall in the spring to the first onset of winter in order to be ready for whatever amount of snow might fall. City equipment (approximately 500 pieces) is completely overhauled to be in readiness for the first flake, contracts are let for specific work in measured areas, new equipment ordered to replace that approaching obsolescence and salt, sand and crushed stone bought and stockpiled. In addition, new personnel are trained and assigned. Programming charts and schedules for spreading salt and abrasives are prepared and exact assignments for both city and leased equipment and manpower are readied. In addition, specified areas for snow dumping are determined.
