Land Use Planning Measures for Safer Roads in Québec

In the province of Québec, land use planning is governed by the Act respecting land use planning and development; it is a shared responsibility between the provincial government and the municipalities. A compliance mechanism ensures coherence between the objectives and the planning documents at each level of government. Metropolitan and regional land use and development plans must necessarily include land transportation, and this enables to integrate land use and transportation planning. The decisions regarding land use largely define travel needs, travel modes and, more particularly, traffic and safety conditions. Because these decisions are taken before the urban development of a territory and because they have a long-term effect, they are an efficient way to prevent road safety issues. This article will present various land use planning initiatives that were put in place in Québec to prevent risks of collisions and the impact on the road safety results.
