PHOTOLOGGING FOR HIGHWAY AND TRAFFIC SURVEYS

The system described has been developed by the County of Avon to provide data for a highway inventory to establish the extent of highway needs, assess the finance required in the works areas, and provide a basis for the identification of increases or alterations to the highway network. The authors describe the design and operation of the system which can be used in three modes: time-lapse, distance-lapse and external triggering. Coded information is recorded on each frame to give distance travelled, direction of travel and a frame count. The methods used in retrieval and analysis of the film are explained. Examples are given of the use of a photo-inventory. These include several applications in the traffic management field using the time-lapse mode. The merits of the system are examined, and although the initial cost of the equipment was high, over 100 km of road can be recorded per day at a cost of less than found2 per km. Conventional collection of data on foot gives data at a rate of four to eight km per day. Weather conditions affect the time of data collection. (TRRL)
