TRAFFIC ACCIDENTS STUDIED BY TRAFFIC ACCIDENT BOARDS OF INQUIRY IN 1971 TO 1974

The causes of accidents were divided into direct and indirect causes. Of all direct causes 80% were connected with drivers, 11% with vehicles and 9% with the environment. Figures concerning indirect causes were 44%, 9% and 47%, respectively. The most common direct cause was excessive speed, and alcohol was the most frequent indirect cause. The distribution of the ways of preventing accidents was similar to the distribution of causes. Of all 1905 ways of prevention in 1430 accidents, 1270 were concerned with drivers, 293 with vehicles and 342 with the environment. The consequence of accidents increased as speed, the weight of the other party, ratio of vehicle weights, and motion energy increased. Also vehicular structures affected personal injuries. Only 192 of all 3587 car drivers and passengers used safety belts; safety belts prevented 30 persons from being killed, 27 from being injured and reduced the severity of the injuries of 61 persons. If those who did not wear safety belts had used them, 288 fatalities would have been prevented with certainty, 163 probably, and 176 possibly. In all, safety belts could have protected from fatality or injury half of the people who did not use them. Additional injuries would have resulted in 21 cases and death in 11 cases, which means that safety belts would have caused detrimental effects for 0.9% of all drivers and passengers. (TRRL)
