EUROPEAN ATTEMPTS TO IMPROVE THE FINANCIAL HEALTH OF THE RAILWAYS
EUROPAEISCHE BEMUEHUNGEN ZUR SANIERUNG DER EISENBAHN (I)
For railways of the European Community all of which have reported large deficits, a fairly comprehensive legislation has been envisaged during the last few years. Improving the economics of the railways requires political will and the desire to introduce measures for other types of transport, both of which have so far been lacking. The basic idea for improving the economics of the railways rests on an unequivocal delimitation of the responsibilities of the Railways as commercial enterprises on the one hand and the State, which has responsibilities for the economy as a whole, on the other.
