DEVELOPING THE WORK OF TRAFFIC ACCIDENT INVESTIGATION BOARDS IN FINLAND

The work of the Traffic Accident Investigation Boards has continued in Finland over ten years. During that period about 3500 accidents were investigated with the case-study methodology. Most of the accidents were fatal. An investigation board consists of a policeman, vehicle and road engineers and a physician. The total number of members in the investigation groups is about 140. The purpose of the study is to propose improvements on the validity and usability of the results from the work of traffic accident investigation boards. The investigation boards should be completed with psychologists, which presupposes development of methods and resources. Co-operation with research institutes should be developed in work planning and reporting. The definition of the goals of each project should be more detailed. An investigation into the reliability of the subjective observations should be carried out. A model should be drafted for case description which should describe the traffic system. The case-studies should be fitted in with statistical investigations and with earlier results. The local improvements carried out by the investigation boards or their members should be documented. Counter-measure proposals for possible avoidance of accidents should be established and their effects forecast. (TRRL)
