THE ROLE AND TOOLS OF TOWN PLANNING IN RELATION TO LANDED AND REAL ESTATE ASPECTS IN CITIES OF THE THIRD WORLD

LE ROLE ET LES INSTRUMENTS DE LA PLANIFICATION URBAINE FACE AUX MECANISMES FONCIERS ET IMMOBILIERS DES VILLES DU TIERS-MONDE

The author examines the form taken by urban development, which is based on two main data: physical conditions encountered and the socio-economic framework within which the town is built. The first part of the article distinguishes between the role and motivations of the four participating factors: population, land agent, economic forces involved, and the administration. Part 2 studies the competition for the occupancy of urban land. In part 3 the various restraint and enticement tools used by the administration to orientate tendencies towards planning objectives, are reviewed. (TRRL)
