THE SIGNIFICANCE OF TRAFFIC ACCIDENTS IN PRESENT DAY SOCIETY

An accident represents an infrequent experience for the driver which only occurs as an isolated event and for that reason is assumed by him to have a large element of chance. Two problems are discussed; how frequently is it the case that pure error or insufficient understanding of a problem leads to an accident? Secondly, is it a fact that often a mistaken attitude towards traffic leads to an offence? On the one hand it needs to be examined how far one should speak of carelessness and on the other the punishment alone will not be able to eliminate such an attitude. In this connection the Kuratorium for Road Safety has carried out a project which attempts not only to ensure that the punishment for a traffic offender is effective, but also eventually to change the faulty behaviour and attitude which led to the offence, so that in future it will be possible to reckon on an acceptable standard of conduct in traffic.
