The paper discusses the improvement of enforcement of environmental protection legislation. It deals with problems which are of special importance to the administration and which have a particular bearing upon the enforcement of atmospheric pollution regulations. The problems of staff shortages, inadequacy of technology, site-related questions, preparedness for pollution prevention, conflicts with other political objectives, resolution of political conflicts of interest, problems of remedial measures and application of sanctions are dealt with. The study is based on interviews, questionnaires and case-histories from the administrative field. The results of the investigation are given, and the conclusion is drawn that a basis for serious work on the improvement of enforcement is to be found in the definition of the applicability of standards, in the improvement of administrative procedures, in the resolution of conflicts of interest with other political areas, and in the assessment of judical procedures.
