SOME PROBLEMS WHEN INVESTIGATING ROAD SAFETY IN THE USSR

ZU EINIGEN PROBLEMEN DER UNTERSUCHUNG DER STRASSENVERKEHRSSICHERHEIT IN DER UDSSR

In the USSR the production of motor vehicles more than doubled during the ninth five year plan (1971 to 1975). In recent years the government of the USSR have introduced a series of regulations dealing with accident prevention measures and to reduce the seriousness of the results of road accidents. In the USSR the main link in the chain of the overall state system for ensuring road safety is the state vehicle inspection by the USSR Ministry for the Interior. In 1972 the Research Laboratory for Road Safety was established which in 1974 was incorporated into the Joint Research Institute for Road Safety (VN 11BD) by the USSR Ministry of the Interior. This institute conducts research of an applied nature aimed at improving the functioning of the state motor vehicle inspection scheme. The following problem areas are discussed separately: the improvement of control on road maintenance - technical measures for the control of this; the development of automated systems for road traffic control; investigations into the influence of speed on the conditions and safety of the road; the development of measures for controlling and supervising road traffic; the socio-psychological aspects of road safety; the improvement of legislation for deciding who is responsible when road regulations are broken; a study of standardized data. Finally reports are given on international connections and cooperation. (TRRL)
