ANALISIS DE LA RENTABILIDAD DE LA UTILIZACION DE TECNOLOGIAS ITS EN AUTOPISTAS DE CUOTA EN MEXICO

El uso de algunas de las tecnologias y servicios de los Sistemas Inteligentes de Transporte (ITS) es ya una practica comun en las autopistas de cuota en Mexico. Tanto en el caso del cobro electronico de peajes, como del resto de los servicios y componentes ITS requeridos como parte de las nuevas concesiones, se asume que seran economicamente rentables. Sin embargo, esa rentabilidad solo ha sido demostrada ampliamente en otros paises para el caso del peaje electronico. Lo cual se ha considerado tambien valido para Mexico. El resto de los servicios y tecnologias de los ITS requeridos en las nuevas autopistas de cuota en Mexico no ha sido evaluado para determinar su rentabilidad. Lo anterior ha despertado el interes por contar con una herramienta de evaluacion que ayude a estimar los beneficios de las distintas tecnologias de los ITS usadas en las autopistas de cuota a fin de identificar aquellas que resulten mas rentables y proponer su instalacion en las carreteras de cuota que entraron en operacion con terminos de concesion anteriores. En este texto se presenta un analisis para la definicion de esa herramienta. Se concluye que la mayoria de las tecnologias requeridas en los titulos de concesion no forman parte de un servicio y no es posible evaluar sus beneficios de forma aislada. Abstract: The use of some of the technologies and services of the Intelligent Transportation Systems (ITS) is already a common practice in the toll roads in Mexico. In the case of electronic toll collection, and the rest of the ITS services and components required as part of the new concessions, it is assumed that they will be economically profitable. But profitability has been widely demonstrated in other countries only in the case of electronic tolling. Which it has been considered also valid for Mexico. The rest of the services and ITS technologies required in new toll roads in Mexico have not been evaluated to determine its profitability. This has aroused the interest in the part of the Mexican authorities on having an assessment tool to help estimate the benefits of the various technologies of ITS used in toll roads in order to identify those that are most profitable and propose their installation on toll roads which came into operation with earlier concession terms. In this text an analysis for the definition of that tool is presented. It is concluded that most of the technologies required in the concession titles are not part of a service and it is not possible to assess their benefits in isolation
