HAZARDOUS WASTE REGULATIONS FOR GENERATORS AND TRANSPORTERS

The U.S. Environmental Protection Agency, in the Federal Register of February 26, 1980, has published three sets of regulations under the Resource Conservation and Recovery Act of 1976. They cover Definitions which will apply to current and subsequently published regulations, Standards Applicable to Generators of Hazardous Waste, and to Transporters of Hazardous Waste. More controversial regulations ordered published by a federal court are expected by April. On page 12722 of the Federal Register is an EPA Overview and Discussion of the regulations. Definitions appear on page 12724. On page 12732, the Hazardous Waste Transporter Standards appear. Each transporter of requlated wastes must obtain an EPA identification number, comply with the EPA Manifest System, deliver the entire quantity of waste to the designated treatment, storage, or disposal facility, and keep records. Transporters must clean up any discharge, contact the National Response Center immediately when a spill occurs, and file a report with the Department of Transportation. A bulk liquid terminal operator may be a generator of hazardous waste. All operators should familiarize themselves with these regulations. The above-cited regulations are effective August 26, 1980. However, including those regulations to be promulgated in April, the compliance date for the entire package will be October 1980.
