ENVIRONMENTAL PROTECTION WHEN CONSIDERING THE ORDER OF NECESSITY OF AUSTRIAN TRUNK ROADS

The extension of an important road network influences the economic development and quality of life of whole areas over a long period of time. For this reason environmental protection should be given priority when considering the order of necessity of roads in the Austrian trunk road network. The simplified cost-benefit model - in which the criteria of environmental protection is given too little consideration - is not examined, but instead utility value analysis is considered. This enables an order of necessity of road sections to be established using structure-, traffic- and network data based on physical and generally quantifiable objectives. The logic of the solution statement in the utility value analysis is characterised by the build-up of the objective system including the sum of environmental disturbances and the selection of objective criteria relevant to the decision from the sum of the disturbance elements. The severity of the dysturbances is dependent on the strength of the emissions and also on the intensity of the utility value claim in question. The difficulties lie in establishing the preferences or the processing of the utility value conception. The weighting of each objective relative to the others is of the utmost importance. This method enables a total value to be attributed to each section of road considered, which takes into account the negative effects of routes and their relief effects. (TRRL)
