The aim of this preliminary study is to provide fundamental viewpoints on various control methods intended to limit the long term (1990) as well as short term (up to 1990) energy consumption within the transport sector. The main issue deals with the effects of control by means of energy prices (increased oil and electricity taxes) compared with control by means of legislation. The evaluation of these method categories is made in viewpoint of national economic efficiency and with respect to effects on redistribution policy. No quantifying of the effects of the control methods is made. (TRRL)
