MANAGEMENT OF HIGHWAY CONSTRUCTION IN THE PLAINS REGION

LAS OBRAS VIALES EN EL MANEJO DE AREAS DE LLANURA

The author participated in several studies and projects for highway construction on the plains, in relation to agricultural development. It is a characteristic of this type of area that its climate and environment should be related, so that a drought is followed by flooding, or vice versa. This results in states of emergency and instability in the agro-economic system. For this reason the author proposes a highway network that would have two purposes: to accommodate traffic and to help control surface drainage. This network would be made up of two types of roads: the longitudinal roads would act as water dividers, and the transverse roads would retain part of the surface drain off to be used in times of drought. Thus construction of highways would result in a better use of the space which they occupy, along with improved agricultural yields. (Author)
