STREET LIGHTING - SOME COUNTRY PROBLEMS

The author refers to Devon County Council's responsibility for 74000 street lighting units due to local authority reorganisation in 1974. In stressing the need for an overall lighting policy, some of the detailed factors, e.g., street lighting maintenance standards, are listed. Reference is made to the three tasks to be undertaken viz:- complete survey of lighting systems, consideration of electricity charges, and transfer of information to a central computer. The annual equipment replacement programme adopted is discussed. Mention is made of rising energy, labour and materials costs and measures contemplated for their reduction. The main effort has been in the conversion of lighting units to low pressure sodium type, with high pressure sodium for environmental reasons in some urban areas. Approximately 40 per cent reduction in energy costs has been achieved. The factors which affect choice of lamps are listed. The routine lighting maintenance problems i.e., lamp cleaning and changing, and resetting of time clocks are considered, including the use of photoelectric equipment. (TRRL)
