HIGHWAY COST ALLOCATION STUDY PLAN

Section 506 of the Surface Transportation Assistance Act of 1978 (P.L. 95-599) requires the U.S. Department of Transportation to investigate the costs of Federal-aid highways incurred by their use by the various types of vehicles, the proportionate share of the costs attributable to each class of vehicle and the need for long-term or continuous monitoring of roadway deterioration to determine the relative damage attributable to traffic and environmental factors. As part of that requirement, a study plan must be submitted within 180 days of enactment. This report is the required study plan. It is divided in the following chapters: Background: This chapter explains the major issues of the study and summarized (CBO's guidelines to the Secretary of Transportation for conducting the study. Study scope: This chapter explains what aspects of the overall cost allocation problem the study will include and what it will exclude. Study methods, procedures and analysis: This chapter sets forth the technqiues and procedures that will be used to determine cost responsibility and to attribute revenues for the various classes of highway users, to assess the need for continuous monitoring of roadway performance, and to analyze the impact of highway user taxes on affected industries and users. Supplemental and continuing studies: This chapter summarizes the issues and approach to be used for each of the supplemental and continuing studies planned. Data requirements: This chapter describes data and information needs and sources that will be required to undertake all the planned analyses. Study management plan: This chapter details the study organizational structure, estimated cost, and performance schedule Public participation: This chapter describes how those outside the Department of Transportation, both public and private groups and individuals, will be involved in the conduct of the study.
