Is speeding an addiction? Saving lives through roadway planning and design

Vision Zero advocates for speeds that are limited to levels that ensure safety when considering the types of road users, the fleet design standards, and the operating environment. In this article, the authors consider whether chronic speeders are addicted to speeding in the same way drug abusers are addicted to illicit drugs. And if speeding is an addiction, how can transportation professionals treat peoples' addiction in order to save lives?
