Historic Roads - A Synthesis of Identification and Evaluation Practices
New South Associates, under subcontract to WSP | Parsons Brinckerhoff (WSP) and under the direction of the Task 97 Panelists for the Transportation Research Board's NCHRP Project 25-25, was tasked with two disparate but linked objectives to further the study of historic roads. The first involved reporting on findings from an online survey on best practices in the identification and evaluation of historic roads. An annotated bibliography for studies of historic roads that deal with their history, identification, evaluation, and treatment composed the second task. This volume contains both elements and each is presented separately in their respective section with a brief introduction and a methods discussion. The online survey was distributed via SurveyMonkey® to a total of 1,666 cultural resource professionals working for a Department of Transportation (DOT), the Federal Highway Administration (FHWA), a State Historic Preservation Office (SHPO), a Tribal Historic Preservation Office (THPO), a Federal agency, as a consultant, or as an individual associated with transportation-related programs. These professionals worked in all 50 states and U.S. territories. The online survey received a total of 524 responses or 31.4 percent of the total recipients. Several respondents were interviewed by telephone and their input is offered as supplemental information in the findings. Section 1 contains the survey results, which chart who is evaluating historic roads, what practitioners are using for guidance in their evaluations, what training is available, issues with historic road evaluation, and suggestions on a next step in the study of historic roads. The annotated bibliography was compiled to enable researchers to more readily research information about historic roads, and develop policy and approaches to their treatment as a resource. The 597 sources presented are national in scope and present research and publications from the 1970s forward. Grouped by the National Park Service (NPS) region in which the subject matter resides, they are then grouped by genre. The annotated bibliography is included here as Section 2. It is also provided as a database in Zotero, a free, open-source research tool, available for download at: http://apps.trb.org/cmsfeed/TRBNetProjectDisplay.asp?ProjectID=3972.
