An integral Management, Monitoring and Control Center based in ITS, referred to as CIGMC ITS, by a national government roads administration, does not constitute only an action more on road infrastructure but also, on its special characteristics, it must become a reference in centers on mobility management, making itself the core engine that will synchronize and coordinate both the facilities as the services and the human resources. The special nature of the project mentioned, where the needs are many and diverse, with demanding quality and deadlines, deserves the creation of a large multidisciplinary team to best ensure its performance. The project should not only refer to construction in a physical place, but also the implementation of a communications infrastructure of data transmission, the installation of hardware and software for monitoring, control and recording information of data, voice and video received, the quality assurance with appropriate processes, and the conformation of a national ITS architecture. This center should be equipped with the latest communication technology existing, available to capture elements of data, voice and video with images (CCTV), links of radio, fiber optic network, control systems of traffic, incidents and accidents video detection, management control signaling schemes, user information in various forms, data acquisition, alarms, SOS posts, reports operation, maintenance, response times, traffic and user management across networks, adequate systems given its strategic and indispensable characteristic for the various routes and highways of monitoring compliance with the operational guidelines of the national road network under concession or not. To this CIGMC ITS should arrive information of voice, data and video of all determined roads and must identify previously key performance indicators necessary for the management and control of a large network of access roads to a megacity and a network of road corridors. An example could be the City of Buenos Aires and the road corridors of Argentina, under concession or not, being possible, later, to extend it to other highways and roads. A CIGMC ITS should possess high-technology of Intelligent Transport Systems ITS, with strategic and indispensable nature to share information, transversely, with several agencies for an efficient and intelligent mobility management.
