Lugoj-Deva Motorway - First Sustainable Environmental Evaluation for Biodiversity Preservation in Romania

In Romania after a rough beginning in environmental evaluation for motorways, new strategies have been implemented and consolidated for biodiversity preservation, especially when the projects affect natural protected areas. Lugoj-Deva Motorway Section has brought up new critical issues that have been analysed and resolved before getting started with the technical design phase. In this paper the author describes how the environmental evaluation was established and carried out, taking into consideration all the critical aspects such as keeping the connectivity for big mammals, conserving the ecological route between the Western and Southern Carpathian Mountains, and recommending specific technical solutions. The approach for including and reinforcing the environmental commitments for this project has been original for Romania and took into consideration several regional studies and national commitments for biodiversity preservation. This is the first project that has corrected previous evaluations and proposed specific solutions for all the protected species. Therefore the environmental studies include 3 main passages for big carnivores, each of them specially designed to fulfill its use and the continuation of the migration path and 3 secondary green bridges which must support the functionality of the main solutions and special measures for amphibians, chiropters and small mammals. The environmental evaluation for this project is the first to have used specific tools (GIS maps, data survey and special software and equipment for biodiversity identification) and analysis in order to establish the migration routes for protected species. Also it is the first time that environmental commitments have been analysed and evaluated during a special international seminar in the early stages of the project.
