ESTIMACION DE LA REDUCCION DE EMISIONES DE CO2 DEBIDO A LA CONSTRUCCION DE LIBRAMIENTOS CARRETEROS

La presente investigacion conceptualiza a los libramientos carreteros y la importancia de contar con ellos dentro de los corredores de transporte ya que permiten desviar el transito de paso en las ciudades, de tal manera que se obtengan beneficios para la ciudad y sus residentes, asi como para los usuarios del tramo carretero. Los beneficios ambientales que la construccion de libramientos conlleva son la reduccion de emisiones contaminantes y el ruido carretero. El primero de ellos ha formado parte de las politicas nacionales para reducir los gases de efecto invernadero; sin embargo, no se publicaron resultados de la disminucion de emisiones, por lo que en este trabajo se desarrollo una metodologia que permitiera estimar el ahorro en la emision de CO2. La metodologia fue aplicada a varios casos de estudios donde, con base en el ahorro de tiempo de los viajes por el uso del libramiento carretero, se pudo determinar el beneficio ambiental en la reduccion de CO2. Con los resultados obtenidos se pudieron construir indicadores que representan los ahorros de CO2 por kilometro, o por carril kilometro, los cuales sirven como herramienta para los tomadores de decisiones, ya que a traves de estos pueden determinar los beneficios de los libramientos en cuanto a la reduccion de CO2. Abstract: This paper conceptualizes road bypasses and the importance of having them within the transport corridors in order to allow diverting road traffic in the cities, in such a way that benefits are obtained for the city and its residents, as well as for the users of the road segment. The main benefits of having highways are shorter travel times and less operation costs for road users and an improvement in safety. The environmental benefits of the construction of road bypasses are the reduction of polluting emissions and road noise. The first one was part of the national policies to reduce greenhouse gases (Special Climate Change Program 2009-2012), however, no measurements were made to determine the reduction of emissions caused by the decongestion of urban roads. Therefore, in this work a methodology was developed that will allow the estimation of the savings in CO2 emissions. The methodology was applied to several case studies, based on the travel time’s savings due to the use of the road bypasses, and the environmental benefit in the reduction of CO2 was determined. With the obtained results, it was possible to construct indicators that represent the CO2 savings per kilometer, or kilometer lane, which serves as a tool for decision makers, through which they can determine the benefits of road bypasses in terms of CO2 reduction. It also includes a graph that, based on the average annual daily traffic, can estimate the emissions that could be reduced by the construction of a new highway. This data is of great importance to justify the construction of road bypasses, particularly for decision makers.
