Road Financing for North Korea and National Development

Since 1945, any and all movement between South and North Korea has been prohibited. The stagnation of the national economy and the restriction of movement between cities in North Korea have blocked the development of a national road network, which thus resulted in hindered urbanization and national development. However, due to its geopolitical location between South Korea, China and Russia, North Korea is eventually expected to attract a gradual and rapid increase in road traffic in the near future. The national development of North Korea is inevitable by the expected exchange in the near future between its neighboring countries and due to the 141,204 km of Asian Highway being adopted in the Intergovernmental Agreement on November 18, 2003 by the UNESCAP. The Asian Highway (AH) routes in North Korea consist of 1,320 km of AH1, AH6 and AH32, which connect the major cities of North Korea, Pyongyang, Dondong, Najin, and Sonbong to South Korea, China and Russia. The paper will give an overview of the current road infrastructure of North Korea and will propose possible alternatives of financing and funding, including ODA from the World Bank, ADB and other possible resources. Also, relevant issues regarding national development of the transport system and priorities to develop in North Korea will be discussed.
