ISSUES IN EVALUATING AMTRAK. WORKING PAPER

The paper compares seven recent reports about Amtrak. The reports were all prepared by different agencies for different reasons, but have some points in common. Their interpretations of Amtrak's past performance, route structure, economic efficiency, long-term financial outlook, and ability to meet social and economic goals are compared and contrasted.
