POSSIBLE FEDERAL RESEARCH AND DEVELOPMENT POLICIES IN TRANSPORTATION TECHNOLOGY

The paper briefly reviews examples of technological change in transportation and their relationship with the business community and with the Federal regulations and programs. It discusses possible Federal postures toward development and implementation toward new technologies, ranging from a "do nothing" approach to a government-sponsored research and development program. It suggests that technology research and development should be a major concern of Federal transportation policy.
