Identifying State Freight Plan Best Practices
Freight plans are formalized planning documents that describe how freight networks are developed, managed and maintained. To be eligible for funds offered by the Fixing America’s Surface Transportation Act (FAST ACT), States are required to update freight plans at least once every five years. Freight plans must meet criteria established in the FAST Act and in the Moving Ahead for Progress in the 21st Century Act. This document identifies State freight plan best practices that go beyond compliance with federal criteria. To identify these best practices, stakeholders at the national, state and local level nominated plans with innovative practices. The American Transportation Research Institute (ATRI) ranked these nominated plans and the top 12 plans were used to develop an Ideal Attributes Checklist (IAC). The highest ranked plan, from the Texas Department of Transportation, included attributes such as active engagement of its Freight Advisory Committee and the use of commodity and freight flow data in planning.
