The Role of Standards in Reducing CO₂ Emissions of Passenger Cars in the EU

This briefing looks at the origin, implementation and effectiveness of carbon dioxide (CO₂) performance standards in Europe. It examines market developments, 2009-2016, and uses the Netherlands to illustrate the success of performance standards plus taxation policy in lowering CO₂ emission levels. The final section of this briefing presents an agenda for progress, 2020-2030, and suggests a multifaceted strategy to lower new-car CO₂ emissions. Recommendations include: improved enforcement; supportive vehicle taxes; electric-vehicle mandates and infrastructure investments; improved consumer information; and intelligent road tolls.
