HEAVY LORRIES NINE YEARS ON

The report presents the evidence of the civic trust to an enquiry set up by the minister of transport, July 1979, into the causes and consequences of the growth in the movement of freight by road. The inquiry became necessary not just because the 'lorry problem' had been recognised but because difficulty had been found in proposing and implementing controlling measures. Evidence is presented in the following sections - introduction and a key question; A departmental view dissected; some aspects of the lorry; the argument so far; causes; future policy; and, eec proposals. The trust presents conclusions concerning the movement of freight by road and the effect on the environment, and it concludes by inviting the inquiry to recommend a series of measures to limit the growth of road freight transport and reverse environmental deterioration.
