SUMMARY OF PUBLIC HEARINGS ON AGRICULTURAL TRANSPORTATION

This report, required by PL 95-580, is a summary of 12 hearings held throughout the U.S. and summarizes the most frequently expressed opinions about transportation policy issues. Potential deregulation of transportation services was the most frequently mentioned concern. The effects on rural areas and small shippers are problems. The lack of an integrated federal policy was seen as a cause of regulatory conflicts and competitive imbalances within the private sector. User/carrier relationships vary between modes with some harmony between motor carriers and their users and more of an adversary relation between railroads and their shippers. Despite attempts to adjust to changing needs, basic conflicts between interest groups were more often described than resolved.
