Performance-Based Research Implementation Management

This study reviews effective practices for transportation research implementation, against a performance-based research implementation framework synthesized from three conceptual frameworks in implementation science; intellectual capital and agency program performance; and capital asset management. The findings highlight the following performance-based research implementation practices: (1) Adopting a performance-based definition of research implementation, and strategically linking implementation to organizational performance through agency strategic goals and objectives, and the national performance goals; (2) Developing a clear and formal research implementation process as part of agency business procedures; (3) Allocating the resources (staff, funding) necessary to support research implementation; (4) Adopting a simple, clear and defensible approach to estimate research value; (5) Adopting an appropriate tool and data to support research implementation management; and (6) Developing appropriate internal and external communication channels to augment implementation. Transportation agencies in the United States spend millions of dollars on research, development and technology transfer annually. With such expenditures, agencies generally want to track and improve upon research implementation. From a performance-based standpoint, agencies will realize higher returns on investment as research is implemented more effectively, and augments their capacities to achieve strategic goals. Agencies may consider developing such contextually-appropriate practices to support performance-based research implementation and drive agency performance.
