Meet Me at the Crosswalk on the Way to School: A Data, Driven Analysis on School Crossing Guard Deployment and Program Effectiveness in Washington, D.C.
The School Crossing Guard (SCG) Program in Washington, DC is a popular and highly visible program aimed at ensuring that schoolchildren get to school safely. Around since 1953, the SCG program is enduring resource strains as parents are demanding a crossing guard at every school, if not every intersection for their kid’s route to school against maintaining staffing to operate the program effectively. This investigation looks into defining the framework for a holistic, data-based deployment strategy with a goal of pivoting from a primarily localized request driven program to more of a citywide need-based and optimized placement program. Furthermore, this investigation also evaluates the effectiveness of the program from a safety standpoint in the District of Columbia and an approach to monitor the impact guard placement has on school age pedestrian safety at the intersection level.
