Cost Implications for Automakers’ Compliance with Emission Standards from Zero Emissions Vehicle Mandate

While there is a plethora of regulation on vehicles in the United States, few studies in the existing literature examine the interaction between different policies. In this paper, the authors investigate the cost implications of having both the Corporate Average Fuel Economy standards and the Zero Emissions Vehicle mandate simultaneously. The authors construct a new “Cost Optimization Modeling for Efficiency Technologies” (COMET) in order to understand how vehicle manufacturers implement fuel efficiency technologies in order to comply with regulation. Our model considers a variety of policy scenarios in order to measure the interaction between policies and how they may increase or decrease their respective costs. The authors find that in 2025, costs reach approximately $1,500 per vehicle on average to comply with CAFE alone and increase to around $2,100 per vehicle on average to comply with both CAFE and ZEV. While individual manufacturers’ compliance costs are not biased towards certain companies, the authors do find that particular vehicle classes fare better under different policy regimes in terms of cost.
