Modeling Off-Peak Strategies for Improving Freight Truck Operations at a US–Mexico Border City

In freight transportation planning, the time of the day based strategies reduces congestion on freight hotspots by shifting the freight demand and logistics. Studies show a significant shift of truck trips to off-peak hours in presence of incentives, however, its potential for alleviating congestion near the land port of entries is unknown. The growing freight movement and wait times on congested freight corridors near US-Mexico border may benefit from the time of the day based strategies. In this study, the authors model and provide guidance for studying the potential benefits of off-peak hour strategy to relieve congestion on commuter and freight corridors in El Paso. The modeling results shows shifting a small percentage of freight truck trips by employing incentivized off-peak cross border movement can provide significant travel time benefits. The analysis also show that targeted off-peak delivery within the city of El Paso, Texas, is not beneficial given the unique network, demand and freight movement.
